Talent Acquisition and Retention Manager

Reports to: Asst. Superintendent of Human Resources & Director of Human Resources, Newton Public Schools. POSITION SUMMARY

This role is key to the district's goal of building an inclusive and high-performing district. The Talent Acquisition and Retention Manager will help create a positive environment that supports educators in improving student outcomes through strategic recruitment, onboarding, retention, and workforce support initiatives.

The position also supports critical operational functions related to onboarding and offboarding processes, licensure verification support, and workforce pipeline coordination for instructional support staff, long-term substitutes, student teachers, and interns.

Qualifications
  • Bachelor’s degree in Human Resources, Education, Business Administration, or a related field.
  • Minimum of 3 years of experience in human resources, HR operations, HRIS administration, payroll support, or data analytics.
  • Experience working with HRIS/payroll systems such as Munis, TalentEd, SchoolSpring, or similar platforms preferred.
  • Strong analytical and data management skills, including experience generating reports and interpreting workforce data.
  • Advanced proficiency with Microsoft Excel, Google Workspace, and reporting/database tools.
  • Knowledge of HR compliance requirements, records management, and confidentiality practices.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to manage multiple priorities and work collaboratively across departments.
Experience:

At least 3–5 years of experience in recruitment, talent management, or human resources, preferably in education.

Skills:
  • Proven expertise in developing and executing recruitment and retention strategies.
  • Strong interpersonal and communication skills to build relationships with candidates, staff, and stakeholders.
  • Data analysis skills to evaluate trends and inform strategic decisions.
  • Familiarity with Human Resource Information Systems (HRIS) and applicant tracking systems (ATS).
  • Knowledge of employment laws and regulations.
  • Ability to work collaboratively in a team-oriented environment.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple recruitment and onboarding processes simultaneously.
Essential Job Duties and Responsibilities

Talent Acquisition
  • Develop and execute recruitment strategies to attract a diverse pool of highly qualified candidates.
  • Collaborate with school administrators and hiring managers to identify staffing needs and create tailored recruitment plans.
  • Manage the district's recruitment lifecycle, including job postings, applicant tracking, interviews, and selection processes.
  • Represent the district at job fairs, career events, and community outreach programs.
  • Utilize data and technology to track recruitment metrics and inform decision-making.
  • Assist hiring managers with mid-year vacancy challenges and hard-to-fill positions.
Onboarding, Offboarding & Workforce Pipeline Support
  • Assist with employee onboarding and offboarding processes for instructional support staff (ISS), long-term substitutes (LTS), student teachers, and interns.
  • Coordinate onboarding documentation, hiring workflow steps, orientation support, and required compliance documentation.
  • Support workforce pipeline partnerships related to student teachers, interns, and educator preparation programs.
  • Coordinate and maintain records related to internship placements, student teaching assignments, and substitute staffing support.
  • Process and support verifications of employment for licensure purposes and educator credentialing requirements.
  • Collaborate with HR team members, schools, and educator preparation partners to support staffing continuity and talent development efforts.
Retention Strategies
  • Analyze employee retention rates to identify turnover trends.
  • Develop retention programs, including mentorship, recognition, and career pathways.
  • Conduct exit interviews to improve employee satisfaction and workforce stability.
  • Collaborate with the Office of Teaching and Learning and DEI to enhance onboarding and professional development experiences.
  • Support initiatives that strengthen employee engagement, belonging, and long-term retention.
Collaboration and Compliance
  • Collaborate closely with the HR team to monitor recruitment and retention metrics.
  • Ensure adherence to district policies as well as state and federal employment regulations.
  • Work collaboratively with HR team members and school leaders to align recruitment and retention strategies with district objectives.
  • Maintain confidentiality and accurate personnel documentation throughout all recruitment and onboarding processes.
Performance Metrics

Success in this role may be measured through:

  • Increased diverse hires, credentialed hires, and fill rates for open positions.
  • Reduction in employee turnover rates.
  • Timely onboarding and processing of ISS, LTS, interns, and student teachers.
  • Positive employee feedback and engagement survey results.
  • Effective support of workforce pipeline and licensure verification processes.
Working Conditions
  • Office-based with periodic travel to schools, job fairs, and community events.
  • Occasional evening or weekend work may be required for recruitment events.
Physical Requirements
  • Ability to operate a computer, printer, telephone, copier, facsimile machine, and all other standard office equipment.
  • Ability to sit or stand for extended periods.
  • Ability to lift and/or move objects weighing up to 15 pounds.
  • Sufficient mobility to navigate within a school building.

Salary range: 72,000- 76,000
