Director of Human Resources
Title: Director of Human Resources
Reports To: Superintendent
Primary Function: To efficiently manage the day-to-day operations of the Human Resources office while integrating policies, plans, procedures, systemwide programs and practices.
Qualifications:
Master's Degree in education administration, human resources or related field.
A minimum of three years administrative/supervisory experience.
Knowledge of human resources functions, practices, and related laws and regulations.
Excellent organizational, time-management, and problem-solving skills.
Ability to work effectively in a team environment; strong interpersonal skills.
Excellent oral and written communication skills.
Ability to deal with confidential and sensitive information in a professional manner.
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
Primary Duties and Responsibilities:
Plans and directs a program for recruitment, selection, assignment, supervision, and evaluation of the best qualified teachers and building personnel.
Organizes and directs a program for the provision of substitute teachers.
Facilitates the recommendation of all assignments, transfers, dismissals, promotions, and related personnel changes.
Coordinates other activities of the human resources department such as maintenance of personnel files, on-the-job injuries, response to surveys and information requests, maintenance of employee profiles, and other related functions.
Administers the district's policies related to personnel including grievance procedures.
Coordinates New Teacher orientation, development and training.
Certifies classifications and salaries to the payroll department.
Maintains adequate records of personnel.
Supervises and evaluates all staff of the human resources department.
Cooperates with college and university schools of education and with career guidance offices regarding applicants.\
Manages the certification process, ensuring that all personnel possess the required state certificate; coordinates Highly Qualified Teacher requirements and other state and federal mandates regarding personnel.
Coordinates, with principals, the evaluation of all personnel, gathering and filing of professional development records and related documentation.
Attends regular meetings of the superintendent's staff and serves actively to improve communication, cooperation, and planning.
Provides necessary research for successful wage and salary administration.
Plans, develops, and revises personnel management policies and practices in accordance with local, state and federal guidelines.
Coordinates the preparation and regular review of all job descriptions for district personnel.
Serve as EEOC compliance coordinator.
Completes State and Federal reports in accordance with required deadlines.
Work with School Board attorney on legal matters relating to personnel issues.
Preparation of Personnel Report for monthly or called Board Meetings.
Attends monthly Board Meetings.
Attends Personnel Association Workshops to stay abreast of the latest laws, practices and procedures in Human Resources.
Requires developing and maintaining ongoing internal and external relationships. (A high level of networking)
Support the Superintendent in administrative efforts; interpret the Superintendent's ideas and decisions to staff and public; keep the Superintendent informed of pertinent developments and events; and seek the Superintendents' counsel or decision as necessary.
Serve as liaison between employees and the school district and counsel with employees to resolve complaints, difficulties, and other matters relating to personnel management.
Perform other duties and responsibilities as assigned by the Superintendent.
TERMS OF EMPLOYMENT:
Twelve months a year
SALARY: To be established by the Board. Salary in adherence and compliance with approved salary schedule.
EVALUATION: Performance of this job will be evaluated in accordance with provisions of Board of Education policy for evaluation of position.
