JOB SUMMARY :

Under general direction, plans, develops, and coordinates District-wide environmental compliance, environmental health, disaster management, occupational health and safety, and performs site assessment in accordance with policies and programs. Emphasizes employee and student safety, air, water, and hazardous material management by providing training to district personnel in the techniques of safety, environmental compliance, and disaster preparedness.

SUPERVISION:

This position reports to an Assistant Superintendent or designee.

This position exercises supervision over assigned technical, secretarial, and/or clerical staff.

ESSENTIAL JOB FUNCTIONS:

Duties may include, but are not limited to, the following:

  • Plans and coordinates a wide range of activities in the development, administration and evaluation of health, safety, fire prevention, industrial hygiene, and environmental compliance programs, disaster preparedness, disaster management, and hazardous materials management for the District relating to students, staff, and the public.
  • Plans and coordinates disaster preparedness related to fire, occupational, motor vehicle and physical plant safety, and air, water, underground tanks, and hazardous material compliance management.
  • Plans and coordinates surveys of sites, building systems, and equipment for environmental, health and safety concerns, and coordinates inspections for the presence of hazardous materials (i.e. asbestos, lead based paint, and mold).
  • Performs accident and injury investigations; establishes criteria for inspections and authorizes necessary corrective measures.
  • Gathers and reviews reports of injuries, accidents and property damage to determine preventive measures.
  • Conducts in-service training for employees.
  • Assures compliance with Federal, State, and local air, water, soil, underground tank, hazardous materials, and safety requirement.
  • Provides recommendations in relation to the Districts environmental health, occupational health and safety and environmental compliance, fire prevention, disaster management, industrial hygiene, and hazardous materials policies and programs in consultation with governmental agencies, other divisions and the public.
  • Develops safety, disaster preparedness, and environmental educational material, activities and programs.
  • Analyzes statistical and other material and prepares reports and correspondence.
  • Provides consultation to schools and the Workers Compensation Office on safety, disaster management, and environmental programs.
  • Schedules and chairs the District Safety Committee meetings.
  • Develops and monitors a self-inspection system.
  • Oversees the Disaster Preparedness Program.
  • Updates and maintains a District Safety handbook and applicable safety data.
  • Establishes and maintains a district-wide formal environment compliance and disaster management training program that is updated annually and that includes Environmental Compliance Awareness Training and Job-Specific Environmental Compliance Training.
  • Ensuring a direct line is established so that any employee may contact upper management about policy violations or other questions pertaining to environmental, hazardous material, and safety issues.
  • Conducts occasional unannounced inspections to enforce policies and laws pertaining to environmental, hazardous material, and safety issues.
  • Audits districts procedures for compliance with policies and laws pertaining to environmental, hazardous material, disaster management, safety issues, and program effectiveness.
  • Provides oversight and assures proper record-keeping, reporting, and recommendation mitigation techniques.
  • Participates in a variety of meetings.
  • Operates district vehicle to sites required by duties.
  • Performs related duties as assigned.

QUALIFICATIONS:

EXPERIENCE AND EDUCATION/TRAINING: (These are the minimum experience and education/training standards which will be used to admit or reject applicants for examination)

Four years of responsible experience in the formulation, implementation, or administration of an environmental and safety program in a public agency.

AND

A bachelors degree from an accredited college or university, preferably with a major in environmental health, industrial engineering, environmental engineering, industrial hygiene, or a closely related field.

Licenses/Certificates/Registrations: (At time of appointment and during employment)

  • The possession of an appropriate valid California driver license.
  • A current American Red Cross Advanced First Aide Certificate or an acceptable equivalent.
  • A current American Red Cross Advance CPR Certificate or an acceptable equivalent.

ADDITIONAL SALARY INFORMATION: This is an exempt position, Management Salary Range 51. Most positions in this class work 8 hours/228-days per year. The probationary period for employees in this classification is one (1) year.
