POSITION SUMMARY:
Performs responsible supervisory work in the management of all labor related activities. Plans, directs, coordinates and implements collective bargaining agreements, labor relations grievances, arbitrations and settlements. Creates and implements labor relations plans and strategies to ensure alignment with organization goals and objectives.
Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.
ESSENTIAL JOB FUNCTIONS:
- Responsible for leading labor negotiations for all collective bargaining units; Conduct research to prepare and evaluate organization and union proposals, collect comparative information, evaluate alternative solutions and provide recommendations
- Responsible for the implementation of collective bargaining agreements and related memoranda or letters of understanding, while continually monitoring contract compliance
- Maintain relationship with union to improve labor relations between the union & the organization
- Provide advice & counsel to managers, supervisors and employees regarding issues governed by collective bargaining agreements, including interpretation of contract language & past practices
- Serve as the designated hearing officer during the grievance process
- Serve as the management representative during the arbitration process
- Prepare and conduct training sessions related to labor relations policies, grievance and arbitration procedures and changes to collective bargaining agreements as appropriate
- Participate in arbitration and mediation proceedings, along with the preparation and collection of information for these proceedings
- Consult with legal staff as applicable during negotiation and arbitration procedures to develop and present the organization's case
- Ensure that processes and procedures are followed in a timely manner and according to federal law requirements and collective bargaining agreements
MINIMUM EDUCATION & EXPERIENCE REQUIRED:
- Juris Doctor or bachelor's degree in human resources, business administration or related field
- Ten (10) years of progressive experience in Labor Relations administration
- Equivalent combination of education and experience will also be considered
- Formal conflict mediation experience or training preferred
