QUALIFICATIONS:
- Bachelor's degree in Human Resources, Business Administration, or related field required.
- Transcript and resume reflect specific experiences in the basic areas of responsibility, personnel management and development, instructional practices and techniques, public relations, and administration or equivalent training and/or experience.
- Specific traits and characteristics required:
- Strong oral and written communication skills.
- Possess an understanding of education and the school district's relationship to the community and the people served.
- Ability to organize and plan effectively and exhibit follow-through in developing programs and items.
- Provide the necessary leadership to those supervised.
- Ability to work as an effective member of the district office team.
REPORTS TO: Superintendent
SUPERVISES: Such staff members as may be assigned.
JOB GOAL: To assist the administrative team substantially and effectively in the leadership and tasks for directing the human resources department. To direct the operations of the department in such a manner as to provide the best qualified candidates for selection in order to maximize the educational opportunities and benefits available to the students of the Newton Public Schools USD 373.
TERMS OF EMPLOYMENT: 12-month position
EVALUATION: Performance of this position shall be evaluated annually by the superintendent of schools in accordance with "performance responsibilities" and "growth plan goals." The formal evaluation procedure shall be in accordance with the provisions of the board's policy on evaluation of classified personnel.
CONDITIONS OF EMPLOYMENT:
- Compensation, employee benefits and working conditions to be approved by the board of education with the recommendation of the superintendent.
- Membership in at least one local community organization; active participant in community affairs.
PERFORMANCE RESPONSIBILITIES:
- Develop and lead a comprehensive recruitment strategy for licensed, classified, and administrative staff.
- Develop partnerships with regional institutions, including Bethel College, Wichita State University, and other local and regional colleges to strengthen hiring pipelines.
- Oversee vacancy posting, applicant screening, structured interviews, and hiring processes.
- Ensure effective placement, assignment, and substitute staffing systems.
- Lead district-wide retention efforts through surveys, exit data, stay interviews, and other strategies to support retention and recruitment efforts.
- Chair and facilitate a district staff wellness program.
- Serve as the district lead for the Education Foundation as it relates to employee retention and engagement, including coordination of staff recognition, fundraising, and engagement initiatives.
- Monitor and report key HR metrics, including retention, turnover, staff attendance, applicant-to-hire ratios, and substitute fill rates.
- Conduct salary and benefits comparisons to ensure competitiveness and sustainability.
- Provide regular data-informed recommendations to the superintendent and Board of Education.
- Oversee employee relations and ensure consistent, fair, and timely resolution of personnel matters.
- Ensure compliance with all federal, state, and local employment laws and regulations.
- Assist in the development, revision, and implementation of personnel policies and procedures.
- Serve in required compliance roles, including Title VI Coordinator.
- Oversee payroll operations and ensure accuracy and compliance.
- Maintain and enhance personnel record systems to ensure accuracy, confidentiality, and accessibility.
- Lead staff communication and education related to employee benefits.
- Support and enhance professional development systems for classified staff.
- Review and improve evaluation processes to ensure effectiveness and alignment with district goals.
- Oversee workers' compensation processes and analyze trends to reduce incidents and costs. This could include conducting building walkthroughs to identify and mitigate risks.
- Serve as a member of the district leadership team and contribute to strategic planning.
- Attend Board of Education meetings and prepare reports as requested by the superintendent.
- Collaborate with district and building leaders to align human capital systems with district priorities.
- Perform additional duties as assigned by the superintendent.
