Job Description

As a Human Resources Clerk IV/V, you will independently manage personnel transactions and support benefits administration for employees at the East Hawai'i Region. This role includes conducting one-on-one onboarding and benefits meetings with new hires prior to their start date, while ensuring all employee data and HR transactions are completed accurately, timely, and in compliance with policy. You will play a key role in shaping the employee experience and supporting operational efficiency within a mission-driven healthcare environment.

Key Responsibilities

Independently process and manage personnel transactions, including preparing and coding personnel actions, determining salary adjustments, and ensuring compliance with applicable laws, policies, and collective bargaining agreements

Provide technical guidance and interpretation of HR rules, regulations, and contract provisions to managers, supervisors, and employees on personnel matters

Coordinate and conduct employee onboarding meetings, benefits briefings, and informational sessions for staff and leadership

Maintain accurate employee records and HRIS data, ensuring timely updates related to employment actions, compensation, and benefits

Assist employees with benefits enrollment, retirement system inquiries, and employment documentation, including notarization of official forms

Support HR operations through reporting, special projects, and collaboration with internal teams and external agencies

Education, Experience, Licensure & Certifications

One (1) year of progressively responsible general office or clerical experience required

Specialized experience applying HR-related rules, regulations, procedures, and program requirements in an office setting required

HR Clerk IV: 2 years

HR Clerk V: 3 years

Experience with HRIS systems, word processing, and spreadsheet applications preferred

Completion of an associate or bachelor's degree may substitute for required experience at the HR Clerk IV level

Desired Skills & Qualifications

Strong knowledge of personnel rules, regulations, and HR practices; ability to interpret and apply complex policies and collective bargaining agreements; excellent communication and interpersonal skills; strong attention to detail and organizational ability; discretion in handling confidential information; and the ability to work independently while collaborating effectively across departments.

* Rates listed for paid holidays, vacation and sick days are for 1.0 Full Time Equivalent (FTE) positions assigned to 8 hour shifts. Accruals for these benefits are otherwise prorated based on FTE.

Pre-Employment Health Requirements

Offers of employment will be contingent on successfully passing a pre-employment examination, which includes a drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.
