Title: Director of Human Resources
Reports to: Superintendent
Job Classification: Exempt
Length: Twelve Month Year
Job Goal: To recruit professional and nonprofessional personnel of a sufficient caliber of excellence as to ensure consistently high educational benefits to each student in the district. To manage the Human Resources Department developing policies and programs that provide an employee-focused, high-performance culture. Assist and advise the Superintendent on Human Resources issues.
Minimum Qualifications (Knowledge, Skills and/or Abilities Required):
- Indiana Association of School Business Officials (IASBO) Certification
- SHRM-CP Certification preferred
- Minimum of five years of administrative experience
- Strong organizational ability
Duties and Responsibilities
Maintains close contact with all departments and schools in planning and anticipating professional personnel needs of the school program.
Plans, directs, coordinates, and participates in the recruitment of teachers for the elementary, junior and senior high programs, and summer programs.
Screens and processes applications of candidates.
Interviews and recommends to the superintendent applicants for appointment and presentation to the Board.
Receives, reviews, and processes requests for transfers in accordance with transfer regulations and the needs of the district.
Screens and selects qualified substitute teachers and maintains a register of substitutes.
Counsels with employees to resolve complaints, difficulties, and other matters related to personnel management, and works with principles on difficult or sensitive personnel matters.
Processes recommendations for termination of employees, assembling substantiating information for dismissal of employees and arranging any necessary conferences and hearings.
Assists in the development of personnel regulations.
Coordinates and interprets the evaluation program of teachers and other professional personnel, and assists in the development of regulations for the just administration of the professional advancement positions.
Maintains an up-to-date application file of prospective candidates for all teaching, administrative, and supervisory positions.
Develops and maintains a system for personnel records for all school employees, in order to provide a comprehensive, efficient, accurate, and current record of all matters pertinent to employment, transfer, tenure, retirement, leave, promotions, etc.
Prepares and maintains statistical information on all personnel and submits the necessary statistical reports to the state department of education and to the Board.
Assumes responsibility for employee labor relations.
