Position Summary & Responsibilities
Position Summary:
The incumbent in this position provides employees information regarding benefits, Kansas Public Retirement System (KPERS) and Optional Group Life Insurance. Accepts responsibility and accountability for all administrative aspects of State of Kansas Group Health Insurance Plan. Enter all new employees into the Sharp HR System, health insurance portal and retirement portal. Track employees on FMLA each pay period to ensure adequate funds. Provide administrative back-up to other department members and assist with filing personnel files.
Job Responsibilities may include but are not limited to the following:
KPERS/Benefits - Insurance Map Portal
The incumbent is the contact for OSH/AAC employees on KDAD's policies concerning benefits, Kansas Public Employee Retirement System (KPERS) and Optional Life Insurance (OGLI). The incumbent accepts responsibility and accountability for all administrative aspects of the State of Kansas Group Health Insurance Plan and the KanElect Flexible Benefits Program for OSH/AAC. Works with KDADS central HR office to deliver benefits information sessions, scope of benefit information. Responsibilities include, but are not limited to, the following programs: KPERS, Group Health Insurance, deferred compensation KanElect Flexible Spending Accounts and Optional Group Life Insurance. Confer with KDADS employees about KPERS retirement issues, benefit application procedures for enrollment/enhancement. Overall, the incumbent consults with the KDADS central HR office about KPERS/Benefits as appropriate to inform KDADS' central office of concerns within the agency that may require KDADS' central office direct involvement. Enroll all new employees in the KPERS system.
Enter all new benefits eligible employees into the MAP portal system for initial enrollments. Provide assistance to employees regarding entering and uploading documentation as well as researching possible resolutions for issues which arise. When employees terminate, incumbent is responsible for updating the MAP portal in a timely manner.
During Open Enrollment, the incumbent provides OSH/AAC staff with updated information regarding benefits/changes for the upcoming year.
SHARP Entry
The incumbent is responsible for entering all new employee information into the SHARP payroll system as well as updating employee supervision, transfers, pay changes and terminations. Responsible for preparing all appropriate paperwork for terminated employees.
Payroll/Insurance Letters
Track employees who are on FMLA each pay period to ensure adequate paycheck funds available to cover insurance. In the case of insufficient funds, a letter will be sent to employee requesting payment.
New Employee Orientation
The incumbent will provide benefits information to all new employees and provide one on one assistance when needed. This position will also provide backup to the Retention Specialist with presenting the policies and procedures to staff on first day of orientation. The incumbent presents the initial employee procedures orientation for OSH/AAC staff, including but not limited to: OSH/AAC facilities and procedures, KDADS policies. The incumbent consults with the HR Director about new employee orientation as appropriate to inform HRD of concerns within the hospitals that may require HRD's involvement.
Other
File appropriate paperwork in personnel files. Prepare employee exit letters on behalf of HR Director.
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
Qualifications
Minimum Requirements:
Two years of experience in general office, clerical and administrative-support work.
Preferred Requirements:
Entry level job knowledge in Human Resource Management
Ability to complete work accurately and meet deadlines, communicate effectively both orally and in writing, establish and maintain effective working relationships, independently plan and prioritize work, completing duties in an efficient manner, self-motivated to complete daily work tasks
Experience with State Personal Regulations, SHaRP, and in Human Resources processing.
Post-Offer, Pre-employment Requirements:
Must be able to pass a background check prior to employment.
