Summary:
The Human Resource Development Specialist strengthens statewide HR capability by designing, delivering, and tracking training and development programs for HR professionals. This role is responsible for developing curriculum, coordinating subject matter experts, and ensuring HR staff receive consistent, high-quality training in all core HR disciplines, including compensation, classification, employee relations, investigations, ADA , FMLA , and leave management. The Specialist also supports developmental onboarding for new HR employees to ensure a smooth transition into the organization. Working under the guidance of HR leadership, this position enhances the knowledge, skills, and consistency of HR teams across the agency.
Responsibilities:
Training Design & Delivery (30%)
+ Develop and maintain comprehensive training content for HR professionals across all major HR functional areas (compensation, classification, ER, investigations, ADA , FMLA , and leave administration).
+ Create engaging learning materials such as presentations, guides, toolkits, and e-learning modules.
+ Deliver instructor-led and virtual training sessions to HR teams statewide.
+ Ensure training materials reflect current laws, best practices, and agency policies.
Coordination with Subject Matter Experts (20%)
+ Partner with HR subject matter experts to develop and validate content.
+ Incorporate expert feedback and ensure training programs reflect accurate, up-to-date operational practices.
+ Coordinate guest presenters, panelists, and contributors for specialized training topics.
