At the NF-03 level, duties include but are not limited to:

Assists with recruiting duties, including position analysis to determine requirements, recruiting resources, areas of considerion, and short/long-term needs, and helps prepare crediting plans.

Provides entry-level to intermedie advice and assistance to managers and supervisors (HQ and Region) on position analysis with managers and supervisors to help prepare crediting plans and vacancy announcements.

Advises managers and supervisors on identifying approprie pay ranges within a pay band based on classificion determinions.

Supports managers and supervisors with recruiting stregies, special programs, relocion (e.g., Permanent Change of Stion (PCS)), and retention programs, following guidance from senior HR specialists.

Process personnel actions (e.g., recruitment, employee da changes, awards) using the CNIC NAF SAPHR dabase.

Helps ensure accure and timely payments reled to recruiting actions and PCS claims; provides basic guidance on PCS issues to CNIC NAF HQ and Region staff.

Assists in developing communicion merials to explain CNIC NAF HR policies.

Participes in regional communicions sessions with CNIC NAF HR staff, managers, and employees to present HR topic informion.

Serves as a point of contact between CNIC NAF and CNIC APF HR staff on issues affecting both APF and NAF employees, under the direction of senior HR specialists.

Assists in developing and presenting training in HR functional areas to internal and external customers.

Qualificions

A qualified candide must possess the following:

Completed one full year of gradue-level educion in human resources management, business administrion with an HR concentrion, or a directly reled field. OR One full year of progressively responsible specialized experience in recruiting and staffing th includes least one of the following four areas: (1) conducting position analysis; (2) preparing crediting plans and vacancy announcements; (3) advising managers on pay ranges or classificion determinions; or (4) processing personnel actions (e.g., recruitment, awards, da changes) in an HR dabase.

Knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments in the areas of classificion, recruiting, employee relions, labor relions, benefits, and/or retirement.

Knowledge of CNIC organizional structure and mission(s) of organizions serviced to perform the full range of HR services.

Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulions, and procedures reled to functionally specific areas of HR.

Ability to interpret and apply OPM classificion guidelines and policies to assist managers and/or supervisors in developing position descriptions and determine approprie title, series, and pay band/grade level.

Ability to identify and determine position and skill requirements to cree crediting plans to use in applicant qualificion process.

Ability to analyze resource requirements to identify key positions/competencies and develop training plans/developmental assignments for use with management development programs and/or intern programs.

.Ability to provide advice and assistance and perform tasks associed with benefits' program administrion.

Skill in the use of a Human Resources Informion System (e.g., SAPHR, Defense Civilian Personnel Da System).

Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).

Ability to analyze and prepare clear, concise, and technically sound reports reled to work within the Branch.

Ability to develop and effectively deliver presentions and/or training.

Ability to communice effectively both orally and in writing.
