Bachelors Degree in a related field and two years of related human resources experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.In addition to the above experience, Level II or III requirements include : Candidates may be recruited from outside the Encinitas personnel system (open competitive recruitment) at the Human Resources Analyst II/III levels with the necessary qualifying combination of education and journey level professional experience. Recruitment at the II level typically requires at least three years of journey level professional experience; recruitment at the III level typically requires more than three years of journey level professional experience with a comparable governmental agency. Candidates initially recruited at the Human Resources Analyst II/III levels should meet all or almost all of the departmental criteria for advancement of an incumbent Human Resources Analyst I to Human Resources Analyst II or III.
