SUPERVISORY HUMAN RESOURCES SPECIALIST (Title 5)

This position is located in the JFHQ-State Human Resources Office (HRO) located in Austin, TX. This position is required to supervise a minimum of seven Human Resources Specialists and Human Resources Assistants servicing both Army and Air employees and may serve as the higher-level reviewer (second-line supervisor) where appropriate.

At least one year of specialized experience at the GS-12 level with the skills, knowledge, abilities and behaviors to qualify for a position identified by its position grade and career level. Experience that encompasses human resources programs business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. The ability to communicate with managers and leadership regarding HR subject matter. Skilled in making clear and convincing oral presentations to individuals or groups, listening effectively and clarifying information as needed; facilitates an open exchange of ideas and fosters an atmosphere of open communications. Skilled in conducting research and determining appropriate application of laws, regulations, policy, or other directives and interpretative instructions for use in assigned HR action and in making decisions and recommendations. Skills in analyzing complex operational and business problems involving issues for serviced functions. Skill in advising managers and supervisors of HR program flexibilities and recommending alternatives. Skill in writing clear, concise, explanations of policy, regulations, decision documents and etc. for various audiences. Working knowledge of HR computer applications and ability to integrate new, existing, and proposed applications into the operating environment. Ability to retrieve and provide HR reports to the serviced population.
