HR Specialist - Assisted Living

The HR Specialist plays a key support role within the Human Resources department, providing day-to-day
HR services across Residential Care Facilities for the Elderly (RCFEs). Reporting to the Director of Human
Resources, this position is responsible for talent acquisition, employee onboarding, regulatory compliance,
and policy administration. The ideal candidate brings foundational HR knowledge, a detail-oriented mindset,
and a genuine commitment to supporting a mission-driven, care-focused workforce.
Duties & Responsibilities:
Talent Acquisition & Recruiting
Manage the full-cycle recruitment process for RCFE positions, including caregivers, med-techs,
activity coordinators, and administrative staff
Post open positions across job boards, community organizations, and healthcare-focused platforms
Screen resumes, conduct initial phone interviews, and coordinate interview scheduling with hiring
managers
Maintain applicant tracking system (ATS) records and ensure timely candidate communication
throughout the hiring process
Build and maintain a pipeline of qualified candidates to support ongoing staffing needs
Onboarding & Orientation
Coordinate all pre-employment requirements including background checks, health screenings, TB
testing, and reference verification in compliance with RCFE Title 22 regulations
Facilitate new hire orientation sessions, ensuring completion of required training and
documentation
Partner with facility leadership to create a welcoming, structured onboarding experience that
promotes early engagement and retention
Maintain accurate new hire records in HRIS and personnel files
Compliance & Regulatory Management
Ensure HR practices and documentation comply with California Department of Social Services
(CDSS) licensing requirements and Title 22 RCFE regulations
Track and maintain employee certification records, including First Aid/CPR, mandatory reporter
training, and any role-specific licensure
Support preparation for CDSS licensing inspections and audits by maintaining complete,
well-organized personnel files
Monitor changes to applicable employment laws and regulations and escalate findings to the
Director of HR
Policy Administration
Assist in communicating, implementing, and enforcing HR policies and procedures across all RCFE
sites
Distribute updated policy documents and obtain signed acknowledgments from employees as
required
Support the Director of HR in drafting and revising policies to reflect regulatory updates or
organizational changes
Serve as a resource for managers and employees with questions regarding HR policies and
procedures
Employee Relations & Support
Act as a point of contact for general employee inquiries related to benefits, leave, schedules, and HR
processes
Assist and guide administrators in employees annual performance reviews, disciplinary or
performance improvement matters
Assist with documentation of employee relations matters and escalate concerns to the Director of
HR as appropriate
Support recognition programs and employee engagement initiatives that reinforce culture and
Policy Administration
Assist in communicating, implementing, and enforcing HR policies and procedures across all RCFE
sites

Assist the HR Director with management and maintenance of Workers Compensation claims,
including documentation of employee communication and coordination of leave status and return
to work processes
Generate HR reports and compile data for workforce metrics, staffing ratios, and compliance
tracking
Assist with processing status changes, terminations, and related paperwork
Provide general administrative support to the HR department as needed
Required Experience, Education, & Skills:
Bachelor's degree in Human Resources, Business Administration, Psychology, or a related field
preferred; equivalent experience may be considered
13 years of HR experience required, with exposure to recruiting, onboarding, and/or compliance
functions
Experience in a healthcare, senior care, or licensed care facility setting strongly preferred
Familiarity with RCFE regulations and Title 22 requirements is a plus
Working knowledge of California employment law and HR best practices
Strong organizational skills with exceptional attention to detail and accuracy
Excellent written and verbal communication skills; able to communicate effectively with employees
at all levels
Proficiency with HRIS platforms, ATS systems, and Microsoft Office Suite (Word, Excel, Outlook)
Ability to handle sensitive and confidential information with discretion and professionalism
Bilingual (English/Spanish) a plus
