POSITION SUMMARY: Responsible for assisting the Assistant Superintendent-Human Resources in the administration of the department as directed. Compiles and maintains personnel records by assisting the Assistant Superintendent-Human Resources in a variety of tasks to enhance the smooth and efficient operation of the Human Resources Department and related district services. Performing these duties requires initiative, analysis, independent judgment and assuming responsibilities and making decisions requiring a high level of expertise within established parameters.
EDUCATION AND EXPERIENCE: An equivalent combination of education, training and experience will be considered.
- Requires 2 to 5 years of job-related prior experience.
- Requires a high school diploma or equivalent.
- Associates Degree, B.A., or B.S. in a related field (Business, Human Resources, etc.) preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Develops and implements recruitment strategies to attract diverse, highly qualified candidates for all K-12 positions.
- Manages job postings and marketing efforts to ensure high visibility for vacancies.
- Facilitates the comprehensive onboarding and offboarding process for all salaried staff, including specialized roles such as School Nurses.
- Ensures strict compliance with Missouri state law and district board policy regarding background checks (FBI/MSHP fingerprinting) and Family Care Safety Registry (FCSR) clearances prior to employment.
- Verifies that all staff are appropriately certified and proactively notifies employees of upcoming expiration dates and provides guidance on DESE (Department of Elementary and Secondary Education) renewal requirements for Missouri Teacher Certification status for all administrator and instructional staff.
- Conducts annual salary studies and benchmarking against peer districts to ensure competitive compensation.
- Prepares and submits mandatory annual reports at the District level (Board of Education updates) and State level (DESE).
- Administers and manages the Graduate Degree Program and Tuition Reimbursement Program, verifying appropriate documentation, ensuring coursework aligns with district policy and budget constraints.
- Acts as the primary point of contact for the Public Service Loan Forgiveness (PSLF) program, completing employment certifications for eligible staff.
- System Administrator for the district's HR technology platform, PowerSchool (Applicant Tracking, Records, and Perform).
- Maintains the primary HR database, ensuring high integrity for all employee records.
- Drafts, generates, and distributes statistical and narrative reports for district leadership.
- Analyzes workforce trends and provides data-driven insights to support district-wide decision-making.
- Manages the full lifecycle of employment contracts, including: initial contracts for new hires, annual contract renewals for all salaried staff and additional duty contracts (coaching, club sponsorships, and extra-duty assignments).
- Generates and audits all personnel data submitted to the Business Office for bi-weekly payroll processing serving as the primary liaison between HR and Finance to resolve pay discrepancies.
- Verifies the accuracy of base pay, stipends, and additional duty compensation.
- Prepares the Personnel Agenda for Board of Education meetings, ensuring all hires, resignations, and retirements are accurately documented for official approval.
- Attends and/or records confidential meetings; transcribes minutes and manages the distribution of follow-up materials.
- Handles sensitive and contentious matters with a high degree of discretion and professional ethics.
- Oversees and manages district-wide compliance with the Family and Medical Leave Act (FMLA) and provides guidance on sensitive employee matters, maintaining confidentiality and a neutral, professional stance.
- Evaluates eligibility, tracks leave usage, and ensures all medical documentation is kept confidential and separate from personnel files.
- Coordinates with building principals regarding staff absences and return-to-work timelines.
- Acts as a key spokesperson at New Employee Orientation events.
- Communicates often and interprets District Policies and Procedures to employees at all levels to ensure uniform application of rules.
- Provides professional and accurate responses to all inquiries in a reasonable and timely manner to maintain operational efficiency.
- Seeks out and attends ongoing training and professional development to stay current on Missouri labor laws, DESE regulations, and HR best practices.
- Completes other duties as assigned.
